Prior to the AGM we are pleased to be launching the MIM Roundtable Discussions (exclusive to Corporate Members) at 17:00hrs. This month’s roundtable will be focused on the topic of sales and marketing.

The aim of the Roundtable Discussions is to build on the networking platform MIM has built. Exclusive to Corporate Members each session will be limited to 20 participants who will each have a set time to introduce themselves and the services and products they offer. The discussion will be followed by two 10 minute presentations, 1 from a micro/small organisation and the other from a medium/large enterprise. The discussion will end with a short coffee break to allow for some informal networking.

The idea behind the roundtable discussions is to build strong relationships, which is why participants are limited to 20 maximum, and thus benefit from referrals and connections of the other participants present.

Malta Institute of Management Launches New Book on Income Tax Law

On 29 May 2013, the Malta Institute of Management will launch Principles of Maltese Income Tax Law (updated to 2013, 630 pages)- (ISBN 978-99957-802-3-1) written by Robert Attard.

Principles of Maltese Income Tax Law provides an up-to-date discussion of Maltese Income tax legislation along with the leading decisions of the Courts including substantial extracts from major judgements. Practitioners and students reading Law, Accountancy, ACCA, ADIT and the MIT diploma can turn to Principles of Income Tax Law for an understandable discussion of two of the most dynamic and controversial chapters in the Laws of Malta. Areas of focus include international taxation, tax policy and tax controversy.

Principles of Maltese Income Tax Law enhances Principles of Maltese Tax Law published by the MIM in 2008, selling out within a few months from date of publication.

Philip Sciberras, a former Judge of the Court of Appeal describes Principles of Maltese Income Tax Law as ‘a must-read for all who are either interested or involved in this highly specialised area of law’ describing the author as ‘an expert in his field, … without doubt one of Malta’s finest scholars on tax law’. One wishes other countries had similar authors who could write similarly enticing books to explain their tax codes.”

E-Commerce is booming. There may however, stand a good chance that you are not making the most of this boom. Different Economic and Social Realities – Same issues?

The Malta Institute of Management had to face a number of considerable challenges in its foundation years. The founding council tried to address specific issues that were affecting the industry. There was, among the top requirements, the question of proper training for Maltese in management skills particularly when it comes to soft skills.

Unfortunately, the national administration of that time failed to understand the need to give the matter sufficient attention, perhaps because they were more focused on investing in the development of tangible infrastructure than on also planning for adequate skills to ensure efficient use of resources.

Malta has indeed evolved also in this area. Yet, almost 50 years on, in a way the MIM is still facing similar issues. In spite of all that has been done over the years, certain industries are still suffering from the lack of adequate resources in their service to clients they have attracted to Malta.

The Financial Services Sector, on which Malta has been banking a lot and is of major importance for our economy, is a case in point.

Malta has reached a stage where it has to import resources to be able to meet client requirements. This is not because we do not have enough human resources, but because we have failed in planning well ahead in providing appropriate training. The political atmosphere had its impact too. In fact, too many people were directed to the IT industry prior to the 2008 general elections in spite of what one can perhaps define as the alarming messages cropping up from the sector.

On the doorstep of its 50th anniversary the MIM will be doing its best to encourage the newly elected Government to quickly and effectively address such matters. Malta must have an economic plan which includes specific action in the fields of education, training and lifelong learning. If this does not materialize, Malta might risk facing once again certain unpleasant experience of the past decades.

The message the new Government is sending is that it is open to recommendations. Addressing the MIM International Taxation Conference held on 22nd March 2013, the Hon Minister of Finance, Professor Edward Scicluna invited all those present to collaborate with Government and to come up with suggestions with the promise that all will be given their merits. This is positive and encouraging.

The MIM gave its assurance that the Institute will continue offering studied suggestions as it has done over the years to every Administration.

During the conference, we strongly proposed immediate constructive action towards a more entrepreneur friendly tax legislation, the restructuring of the financial services industry and the financing and restructuring of Finance Malta amongst others. A review of the national strategy to meet today’s realities is imperative.

Malta is currently experiencing the so-called Marcello Lippi Syndrome, that is using old winning tactics for new realities. We need and must improve on such a situation as fast as possible if we are to ensure proper growth and better progress in our nation’s achievements.

The Aircraft Registration Act, Cap 503 was enacted in Malta in October 2010. The implementation of the Cape Town Convention on International Interests in Mobile Equipment and its Aircraft Protocol together with the introduction of a number of new incentives, attract foreign investment to start their aviation business or register aircrafts in Malta.

SEPA Information Session

Background Information
Following the introduction of euro notes and coin, the EU banking industry, strongly supported by the European Commission and the European Central Bank, has been working to develop harmonized schemes for electronic payments in euro within the Single Euro Payments Area (SEPA). The aim of the SEPA project is to improve the efficiency of cross-border payments in euro, and turn existing fragmented national markets into a single pan-European market, adhering to the same set of rules and standards for the execution of credit transfers and direct debits.

In February 2012, the EU adopted Regulation 260/2012 (the SEPA end-date Regulation), establishing technical and business requirements for credit transfers and direct debits in euro, and stipulating 1 February 2014 as the deadline for compliance with these provisions. This means that as of that date, all existing national schemes for euro credit transfers and direct debits must be replaced by SEPA-compliant schemes.

To explain the practical implications of the SEPA Regulation for businesses, thereby assisting participants to assess their state of preparedness for migration to SEPA by 1 February 2014, and to guide businesses on the actions which need to be taken to achieve such compliance within the stipulated timeframe.

Speakers’ profiles
Herman Ciappara is Head, Payments & Banking Department at the Central Bank of Malta, responsible for the provision of banking services to Government departments, for back-office operations, and for regulation and oversight of payment and securities settlement systems. He chairs the Malta Clearing House Committee, the Payment Systems User Group within the Malta Bankers’ Association and the National SEPA Coordination Committee. He is also Malta’s representative at the Payment & Settlement Systems Committee within the Eurosystem of Central Banks.

Vincent Demicoli is an Executive Manager at HSBC Bank Malta p.l.c. His responsibilities include the implementation of SEPA Products and related channels in line with the SEPA End Date Regulation. He has over twenty four years experience in various technical roles within the bank’s Information Technology area including leadership roles in IT Operations, Software delivery and Project Management
